The Issue
We heard from a number of users across local authorities that PDF file uploads were not behaving as expected. PDF files were able to be uploaded, but only the first page of multiple-page documents were viewable.
The Fix
We worked with the developers at Affinity Digital. Together, we introduced a solution to restore the function back to normal. This was done following in-house testing and governance checks.
What Does This Mean For Users?
The fix went live on 13 October 2025. All users should now be able to upload multiple page PDF files from this date onward, as they would normally expect to do so in the Block Editor.
Users with previously affected PDFs will need to re-upload their PDF into their blog to resolve the issue.
Just the Blocks Editor?
As you may well be aware, WordPress as a platform is no longer actively developing the Classic Editor. This is why we are strongly encouraging users to familiarise themselves with the Block Editor. A recent update to WordPress has changed functions in the Classic Editor and it no longer lets you paste a link to create a PDF embed.
You should use the Block Editor. Alternatively you can use the DearFlip 3D Flip Book plugin to upload PDFs in flip book format.
How do I use the DearFlip plugin to upload PDFs?
Activate the Plugin
First, make sure you have activated the DearFlip plugin. You can do this by going to your dashboard, accessing plugins and checking it has been activated. You can click ‘Activate’ if this has not already been done.
Add New ‘Book’
Looking to the left of your navigation bar, you should now see DearFlip Books showing. Click on this, then click ‘Add New Book’.
Customise
From here, you can give your upload a title. Upload your PDF within the Source settings. Customise your flip book further within the General/Layout, flip book and/or Outline settings.
